October 22–24, 2025: Workshop to review the feasibility study report on the second submarine cable connecting Cape Verde, Liberia, Sierra Leone, and Guinea-Bissau

Experts from the member states involved in the project to lay a second submarine cable, along with their technical and financial partners, will meet from October 22 to 24, 2025, in Monrovia, Liberia, to review the feasibility study report on the installation of a second submarine cable.

The objectives of this project are to contribute to the digital development of the participating countriesby providing the international connectivity infrastructure necessary to support their networks; to improve Cabo Verde’s integration with the rest of the West African region in terms of network infrastructure, thereby enhancing the viability and success of regional projects such as the implementation of regional roaming; increase the international capacity available in the ECOWAS region to support the growth of the internet and related applications; and finally, provide the necessary redundancy and ensure international connectivity for the countries concerned.

This meeting is organized by the ECOWAS Project Preparation and Development Unit (PPDU) in collaboration with the Directorate of Digital Economy and Postal Services. The proceedings were opened on October 22, 2025, by Mr. S. Mohammed MASSALEY, Deputy Minister of Posts and Telecommunications in charge of Technical Services of the Republic of Liberia, in the presence of Mr. Kebba FYE, Acting Director of the PPDU; Mr. Bénédict Roberts, Head of the ECOWAS National Office in Liberia; and Dr. Nathaniel WALKER, Political Advisor to the ECOWAS Permanent Mission to the Republic of Liberia.
