September 29–30, 2025: Training workshop on the ECOWAS Regional PPP Selection and Analysis Tool (RP3SAT)

Recognizing the central role played by the private sector in advancing ECOWAS’s vision for infrastructure development, the ECOWAS Heads of State and Government adopted the ECOWAS Policy and Regional Guidelines on PPPs in December 2021, with the aim of establishing a process, roles and responsibilities, as well as a decision-making and management structure for the preparation and implementation of regional PPP projects.

To implement this framework, the ECOWAS Project Preparation and Development Unit (PPDU), in collaboration with the World Bank, developed the Regional PPP Analysis and Selection Tool (R-P3SAT) to support the creation of a robust portfolio of regional PPP projects. The PPDU organized a training workshop, delivered by the World Bank, on September 29 and 30, 2025, in Accra, Ghana. The workshop brought together key stakeholders, including representatives from PPP units, regulators, ministries, and departments of ECOWAS Member States (namely Benin, Côte d’Ivoire, The Gambia, Ghana, Liberia, Senegal, Sierra Leone, Nigeria, and Togo), the ECOWAS Commission and its specialized agencies, the World Bank, and the ECOWAS Bank for Investment and Development (EBID).

The main objective of the workshop was to build the capacity of experts and focal points in using R-P3SAT to evaluate, analyze, and select regional PPP projects. The workshop provided participants with hands-on experience with the tool’s processes and features to improve the evaluation of PPP infrastructure projects.
